MOV is what an iPhone films and what QuickTime writes. Inside, it is usually the same H.264 or HEVC an MP4 would hold — the container is the difference, and the container is what a surprising amount of software checks first. Upload forms, older editors and plenty of Windows applications simply refuse the extension.
This rewrites the file as an MP4. Where the codecs already suit, that is close to a repackaging; where the source is HEVC, which is what a modern iPhone shoots by default, the picture is re-encoded to H.264 so the result plays on things that never licensed HEVC.
That second case is the common one and the reason this page is worth having: an iPhone clip that will not play on someone else's computer is almost always HEVC in a MOV, and both halves of that need changing.

Does the quality drop?
If the source is HEVC, the picture is re-encoded, so there is one lossy pass. Keep the quality high and it is hard to see.
Is MOV worse than MP4?
No — they are close cousins, and the video inside is often identical. MP4 is simply the one more software accepts.
