Flip horizontally to mirror left and right, vertically to mirror top and bottom. Both can be on at once, which is the same as turning the image half way round. The flip is baked into the saved file, not applied as a CSS transform that only holds in one browser.
A flipped selfie is the common case: front cameras mirror what they show you, so the photo you saved is the wrong way round from how you saw it.
Flipping several at once is one press: select the images in the list and each is mirrored from wherever it currently sits, so one you had already rotated stays rotated. Nothing is written until you download, and the file you dropped in is never modified — the flip lives in the copy you save.

Questions
What is the difference between flipping and rotating?
A flip mirrors the image, so text in it reads backwards. A rotation turns it, and text stays the right way round.

Does flipping affect quality?
The flip itself does not; it only moves pixels. Any loss comes from the format you save to.
