A four-minute screen recording that could be ninety seconds, a long build or a sunset that wants to be a time-lapse, a demonstration that goes past too quickly to follow. Speeding up and slowing down are the same operation in opposite directions, and both come down to what time each frame is stamped with.
That is exactly how it is done here: the frames are left alone and their timestamps are divided. Nothing is re-drawn, no frames are invented, and the picture that comes out is the picture that went in — which makes this one of the cheaper things in the category.
The soundtrack moves with it, and it moves the way a tape sped up does: faster and higher. Keeping the pitch while changing the speed is a genuinely different piece of signal processing and it is not what this does. For a time-lapse, muting is usually the better answer, and there is a page for that.

Questions
What happens to the sound?
It speeds up with the picture, so the pitch rises — like a tape played fast. If that is wrong for your clip, mute it instead.
Does slowing down make it smooth?
No. The existing frames are simply held for longer, so a heavily slowed clip looks choppy. Smooth slow motion has to be filmed at a high frame rate.
Does the quality change?
The frames are not re-drawn, only re-timed, so the picture is as good as it was.
